ಉಡುಪಿಗೆ ಭೇಟಿ ನೀಡಿದ ಪರಿಣತರ ತಂಡ NGT ಗೆ ನೀಡಿರುವ ವರದಿಯಲ್ಲಿ, UPCL ಘಟಕದಿಂದ 10ಕಿಮೀ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ 15 ಗ್ರಾಮಗಳಲ್ಲಿ ಆಸ್ತಮಾ, ಶ್ವಾಸಕೋಶದ ಸೋಂಕುಗಳು (ARI), ಕ್ಯಾನ್ಸರ್ ಕ್ರಮವಾಗಿ 17%,171%, 293% ಜಾಸ್ತಿ ಆಗಿವೆ ಎಂದು ವರದಿ ಮಾಡಿದೆ.

ಇದು ಉಡುಪಿ ಜಿಲ್ಲಾ ಆರೋಗ್ಯಾಧಿಕಾರಿಗಳ ವರದಿಯನ್ನಾಅಧರಿಸಿ ತೆಗೆದುಕೊಂಡಿರುವ ತೀರ್ಮಾನ. ಸರ್ಕಾರಿ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ಶ್ವಾಸಕೋಶದ ಪರಿಣತಿ ಇರುವ ವೈದ್ಯರು ಎಷ್ಟಿದ್ದಾರೆ ? ಹೆಚ್ಚಿನವರು ಖಾಸಗಿ ಆಸ್ಪತ್ರೆಗಳಲ್ಲೇ ಚಿಕಿತ್ಸೆ ಪಡೆದಿರುತ್ತಾರೆ. ಆ ಖಾಸಗಿ ಆಸ್ಪತ್ರೆಗಳ ಮಾಹಿತಿ ಇಲ್ಲಿ ಒಳಗೊಂಡಿಲ್ಲ. ಹಾಗಾಗಿ ಈಗ ನಮಗೆ ಕಾಣಿಸಿರುವುದು ನೀರಿನಡಿ ಮುಳುಗಿರುವ ಬೃಹದಾಕಾರದ ಬೆಟ್ಟದ ತುದಿ ಮಾತ್ರ !

ಈ ಆರೋಗ್ಯ ಕಿರುಕುಳದ ವೆಚ್ಚ 70 ಕೋಟಿ ಎಂದು ಪರಿಣತ ಸಮಿತಿ ಹೇಳಿದೆ. ಸಮಿತಿಯ ಅಭಿಪ್ರಾಯ ಇಲ್ಲಿದೆ: Therefore, the Environmental Compensation (EC) between October 2010 and March 2020 to compensate for the cost of illness caused by UPCL is estimated to be: Rs. 70,04,10,828- (Rupees Seventy Crores, Four Lakhs, Ten Thousand and Eight hundred Twenty Eight only). However, this compensation is estimated based on the information provided by the Government health centres in the area (up to 10 km from UPCL) and does not include the cost of treatment incurred by the villagers in private health centres/hospitals in Mangalore/Udupi/Manipal or other nearby towns. This amount also does not include any compensation for any deaths caused by the aforesaid diseases when they become incurable or the loss of livelihood due to forced absenteeism caused by these diseases. While the additional costs can be estimated by undertaking systematic field surveys in the 15 villages falling within 10 km of UPCL, it was not prudent to carry out such field surveys during a pandemic.

ಈಗಲಾದರೂ ಉಡುಪಿಯ ಜನ ಎಚ್ಚೆತ್ತುಕೊಳ್ಳಿ. ಈ ಉಷ್ಣವಿದ್ಯುತ್ ಸ್ಥಾವರ ನಮ್ಮನ್ನು ಕೊಲ್ಲುತ್ತಿದೆ ಎಂಬುದು ಸಾಬೀತಾಗಿದೆ. ಇದಕ್ಕೆ ಪರಿಹಾರ ಏನು ಎಂಬುದನ್ನು ಇನ್ನೊಂದು ವರ್ಷದ ಒಳಗಾದರೂ ನಿರ್ಧರಿಸಿ. ಇಲ್ಲದಿದ್ದರೆ ಇಡಿಯ ಉಡುಪಿಯನ್ನು ಉಸಿರುಕಟ್ಟಿಸುವ ಘೆಟ್ಟೋ ಎಂದು ಘೋಷಿಸಿಬಿಡಿ.
ವರದಿಯ ಪೂರ್ಣಪ್ರತಿ ಈಗಷ್ಟೇ ಸಿಕ್ಕಿತು. ಇನ್ನಷ್ಟು ಮಾಹಿತಿ ಮತ್ತೆ ಕೊಡುತ್ತೇನೆ.
